He's ordered his Foxbattlebots to steal all of the back issues stock from local comic book store, Kountry Komics, and demanded the store replace their stock with Foxbat comics. That poor store owner will be destitute if you don't retrieve his back issues. You'll find the comic books lying around outside the Kountry Komics store, northwest of City Jail.
